For rec play, the answer is no
If you play open play, pickup games, your local league, or backyard matches, there is no rule requiring a USA Pickleball approved paddle. You can use whatever paddle you like. There is no paddle police at the rec court.
For sanctioned tournaments, the answer is yes
If you are competing in officially sanctioned tournaments, your paddle does need to be on the approved list. That is the rule for those events, and it is worth checking before you register. You can review the current standards on the USA Pickleball site.
What approval is and is not
USA Pickleball is the body that sets equipment standards and rules for sanctioned tournament play in the United States. Approval is a compliance standard for that competitive context. Outside of sanctioned events, it is simply not part of the picture, which is why so much of recreational pickleball is played on paddles that were never submitted for approval.
